On August 22, 2025, in the capital city of Minsk, a delegation from the Vietnam National Chemical Group (Vinachem), led by Mr. Phung Quang Hiep, a member of the Party Committee of the Government, Secretary of the Party Committee, and Chairman of the Board of Members, visited and held meetings with several leading Belarusian enterprises in the fields of chemicals, fertilizers, tires, and advanced materials. The delegation was accompanied by leaders from various member units and specialized departments of the Group.
As part of the visit, the delegation toured the BELAZ factory and observed the modern production lines firsthand. BELAZ vehicles were highly regarded for their quality and suitability for mining conditions in Vietnam.
During the meeting, both sides discussed practical cooperation opportunities, focusing on solutions to improve mining efficiency through the use and improvement of heavy-duty vehicles. Both parties agreed that in the near future, BELAZ's Technical Deputy General Director would visit and conduct a direct survey at Apatit Company to provide consultation on suitable vehicle types and machinery. Simultaneously, Vietnamese rubber companies will collaborate on researching, manufacturing, and supplying tires for BELAZ vehicles, not only for factory assembly in Belarus but also to meet the replacement demand for nearly 3,000 BELAZ vehicles currently operating in Vietnamese mines.
Speaking at the meeting, Mr. Phung Quang Hiep highlighted that Vinachem had recently imported 10 BELAZ vehicles. On the occasion of the Belarusian House of Representatives Chairman's visit, both sides would hold a symbolic handover ceremony for these vehicles, which serves as a vivid testament to the effective and sustainable cooperative relationship between the two parties.
In the afternoon of the same day, the delegation held a meeting at the Belarusian State Concern for Oil and Chemistry (Belneftekhim). The delegation was welcomed by Mr. Vladimir Sizov, Deputy Chairman of the Concern, along with leaders from its member companies. Both sides discussed numerous cooperation opportunities for the future.
Speaking at the meeting, Mr. Phung Quang Hiep expressed his sincere thanks for the warm welcome from the Belneftekhim leadership. He also provided a brief overview of Vinachem, which was established in 1969 and is currently a 100% state-owned enterprise with approximately 20,000 employees. The Group operates in six main sectors: mining, fertilizers, rubber tires and tubes, basic chemicals, electrochemistry, and detergents.
Over the years, Vinachem has maintained a strong commercial relationship with Belarusian enterprises, especially in the fields of fertilizers and BELAZ transport vehicles. Mr. Phung Quang Hiep emphasized that there is still great potential for cooperation between the two sides, extending from fertilizers, chemicals, and rubber-tires to mining equipment and technology. He noted that the chemical industry is identified by the Vietnamese Party and State as one of the six foundational sectors of the economy, and therefore, the Group always values collaboration with leading global partners. He expressed his hope that this meeting would mark the beginning of a comprehensive and long-term cooperative relationship.
During the meeting, enterprises from both sides focused on discussing potential areas of cooperation, such as the production of tires for mining vehicles, the exploitation and processing of natural rubber, the production of specialized tires and military vehicles, consulting on improving tire production lines, as well as cooperation in the fields of potash fertilizers, urea, caustic soda, and tire cord fabrics.
Concluding the meeting, Mr. Vladimir Sizov thanked the Vinachem leadership for leading the delegation and affirmed Belneftekhim's readiness to facilitate more specific meetings and discussions between the companies of both countries. He expressed his confidence that with the direction and support from the leaders of both sides, cooperation in the chemical and related industries would soon achieve practical results.
On behalf of Vinachem, Mr. Phung Quang Hiep expressed his deep gratitude for the interest and support from the Belneftekhim leadership. He affirmed that the Group and its member units would continue to strive to achieve more positive results in their cooperative relationship with Belarusian enterprises. Immediately after the meeting, he also instructed Vinachem's member companies to proactively schedule direct meetings and discussions with their Belarusian partners.
