Vinachem and the Central Committee for Sectoral Economy, Policy, and Strategy co-host workshop on developing Vietnam’s chemical materials industry

On July 2, 2026, the Vietnam National Chemical Group (Vinachem) coordinated with the Central Committee for Sectoral Economy, Policy, and Strategy to co-host a Workshop on the Development of Vietnam’s Chemical Materials Industry. This is a concrete activity to implement the conclusions of General Secretary and President Tô Lâm at the working session on the development of the materials industry (as per Notice No. 66-TB/VPTW dated May 25, 2026), contributing to research and proposals for the industry’s development direction in the new era.

A forum gathering policymakers, experts, and enterprises

The workshop was co-chaired by Mr. Vũ Mạnh Hùng – Director of the Sectoral Economy Department, Central Policy and Strategy Committee, and Mr. Nguyễn Hữu Tú – General Director of Vinachem.

Participants included leaders from the Sectoral Economy Department, Central Policy and Strategy Committee; representatives from the Chemical Department and Department of Industry (Ministry of Industry and Trade), the State-Owned Enterprise Development Department (Ministry of Finance); and many leading experts in chemistry and materials, such as Dr. Đỗ Duy Phi – President of the Vietnam Chemical Society; Prof. Dr. Vũ Thị Thu Hà – Deputy Director of the Vietnam Institute of Industrial Chemistry; Assoc. Prof. Dr. La Thế Vinh – Vice Rector of the School of Chemistry and Life Sciences, Hanoi University of Science and Technology; Assoc. Prof. Dr. Nguyễn Trần Hùng – Institute of Military Science and Technology; former leaders of the Sectoral Economy Department, former Vinachem leaders, and leaders from Vinachem’s member units.

The presence of central strategy advisory agencies, state management bodies, the scientific community, and the business sector created a multi-dimensional forum, connecting policy planning with scientific research and production practice, serving the construction of long-term development orientations for Vietnam’s materials industry.

Developing the materials industry – An urgent requirement in the new era

Mr. Nguyễn Hữu Tú – General Director of Vinachem delivers the opening speech

In his opening remarks, Vinachem General Director Nguyễn Hữu Tú emphasized that, amid growing global strategic competition, developing the materials industry is not only a requirement for economic growth but also linked to the goals of independence, autonomy, and self-reliance for Vietnam’s chemical industry. According to him, the chemical sector must continue to play its role as a foundational industry, gradually master technology, and develop high-tech material products, thereby enhancing autonomy in raw materials, reducing external dependence, and engaging more deeply in the global industrial value chain.

Ms. Nguyễn Thị Mai, Deputy Head of Vinachem’s Technical Department, presents: Development of the Chemical Materials Industry – Strategic Product and Technology Orientation

Based on global development trends and national needs, Vinachem’s Technical Department presented a thematic report on the development of the chemical materials industry, with strategic product and technology orientation. The vision is to make Vinachem an industry leader, master technology, develop high-value-added products, and expand to international markets. The report also proposed development directions for strategic product groups such as electronic and semiconductor chemicals, batteries and energy storage systems, new materials, deep mining and processing of rare earths, and pharmaceutical chemicals; while also promoting digital transformation, green transformation, and the circular economy throughout the Group.

A wealth of scientific and practical perspectives shared at the workshop

Presentations and exchanges at the workshop clarified new global trends in the materials industry and opportunities for Vietnam.

Prof. Dr. Vũ Thị Thu Hà, Director of the Key Laboratory of Petrochemical Technology, Deputy Director of the Vietnam Institute of Industrial Chemistry, presents: Developing the Materials Industry on the Foundation of Innovation in the Chemical Sector

Prof. Dr. Vũ Thị Thu Hà argued that current global competition is shifting from traditional industries to strategic materials such as semiconductors, batteries, rare earths, nanomaterials, and ultra-pure chemicals. Along with supply chain shifts, this opens opportunities for Vietnam’s chemical sector to engage in higher-tech, higher-value fields via innovation, AI applications, and circular economy development.

A key question raised by Prof. Dr. Vũ Thị Thu Hà: “Who will be the ‘chief architect’ of Vietnam’s materials industry?” She emphasized that in the context of global competition moving to strategic materials, what the chemical sector needs is not only technology or resources, but also a capable entity to lead, coordinate, and connect the innovation ecosystem, from enterprises and research institutes to universities. This is the deciding factor for Vietnam’s chemical sector to master technology, develop high-value-added products, and participate more deeply in global industrial value chains.

Assoc. Prof. Dr. La Thế Vinh, Vice Rector of the School of Chemistry and Life Sciences, Hanoi University of Science and Technology, presents: The Role of Chemical Industry in Materials Industry Development

From a research and training perspective, Assoc. Prof. Dr. La Thế Vinh affirmed that the chemical industry is the foundation for the materials industry, as most high-tech sectors start from chemicals, materials, and deep processing technology. Developing the materials industry not only creates greater added value but also enhances national industrial autonomy, boosts competitiveness, and promotes sustainable development.

Assoc. Prof. Dr. Nguyễn Trần Hùng – Institute of Military Science and Technology shares his views

Contributing from the defense sector, Assoc. Prof. Dr. Nguyễn Trần Hùng stated that it is important to develop the dual-use nature of the chemical industry, serving both economic development and national defense and security. The State should also create mechanisms for key research programs, enabling enterprises to invest more heavily in R&D and promote the creation of chemical technologies and products with high scientific and technological content.

Delegates also discussed policies to support materials industry development; solutions to build value chains from resource extraction to deep processing; strengthening linkages among enterprises, research institutes, and universities; training high-quality human resources; and promoting science and technology applications to gradually build an innovation ecosystem in the chemical sector.

In his closing remarks, Mr. Vũ Mạnh Hùng praised Vinachem’s proactivity in organizing a specialized forum on materials industry development immediately following the conclusions of General Secretary and President Tô Lâm. Vinachem’s swift implementation of central directives demonstrates the responsibility and proactive thinking of state enterprises in researching strategically significant issues for the country’s development.

Mr. Vũ Mạnh Hùng emphasized that to realize the goal of developing Vietnam’s materials industry, it is necessary to develop a strategic orientation document as the basis for coordinated implementation; and to continue improving mechanisms and policies to foster leading enterprises, build an innovation ecosystem, promote linkages among enterprises, research institutes, and universities, and gradually form large-scale materials industry groups capable of deeply participating in the global supply chain.

He also stated that based on workshop opinions, the Sectoral Economy Department will advise the Central Policy and Strategy Committee to research and develop a Strategy for Materials Industry Development and a Strategy for National Chemical Industry Development, providing a foundation to concretize the Party’s directions for developing foundational industries, strategic technologies, and promoting the role of state enterprises in the new development phase.

In closing, General Director Nguyễn Hữu Tú sincerely thanked the responsible and insightful contributions of management agencies, experts, scientists, and delegates attending the workshop. He affirmed that these are important scientific and practical arguments for Vinachem to continue perfecting the Group’s materials industry development orientation and contributing to the formulation of sector policy in the near future.

Mr. Nguyễn Hữu Tú stressed that developing the materials and chemical industries is not only a business requirement but also a political task linked to implementing major Party directions, especially Politburo Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation, and Resolution No. 79-NQ/TW on further reforming mechanisms and policies to improve the effectiveness of state enterprises in the new era.

As a core state enterprise in the chemical sector, Vinachem will continue to uphold initiative, innovation, and investment in R&D, master technology, develop strategic material products, and build an innovation ecosystem for the chemical industry. This will help enhance national industrial autonomy, participate more deeply in the global value chain, and realize development goals set by the Party and State.

In conclusion, the ideas, proposals, and recommendations shared at the workshop not only open up new approaches for developing the chemical materials industry, but also form important arguments for policy consulting and planning. With strong political determination and the support of management agencies, the scientific community, and the business sector, Vinachem is gradually realizing its role as a core state enterprise in the chemical sector, contributing to building a modern, self-reliant, and regionally competitive materials industry that is deeply integrated into global strategic material supply chains.
